摘要
在中国地方政府的体系里面存在着"临时组织"这样一类特殊机构,它们的特点是数量庞大、机构职能广泛、组织变化灵活,以项目或事项为存在的期限。"临时机构"不断的产生和裁撤,将地方政府中的不同部门不断地进行重组和改革,是中国地方政府的功能不断强化与改进的一个重要方向。以某地重点办为案例,通过人员访谈、文件梳理等方法,从动态角度对组织在发展阶段所采取的相应结构改变和机制运作进行了分析,具体对组织在创立、拓展、稳定、调整等阶段采取的相应的主导机制方面进行了考察,尝试分析临时机构变迁的内在机制规律,在该案例中发现这类组织结构变化模式是由最初效率机制为主导逐渐过渡为合法性机制为主导的模式。通过对该类机构的变化特点以及规律的把握,更加全面地把握中国政府机构变化与改革的机制和动力。
In China's local government system,temporary organizations are a kind of special organization,which's characteristics are large in number,wide in function,and flexible in organizational structure.Their existence time is based on the nature of programs or projects.As a significant aspect of increasing power of local governments,these temporary organizations are continuously founded and revoked,restructuring and reforming different departments.This article using the case of a local 'Zhongdianban' as an example,by the methods of interview and documentary review,analyzes the respective structural changes and operations in diverse stages of organizational development from a dynamic perspective.Specifically,it observes the leading mechanisms in four stages of organization-creation,development,stabilization,and adjustment,and it tries to analyze the intrinsic mechanism of the transition of temporary organization.From this case,the author argues these organizations' structure appear dominate mechanism from Efficiency mechanism to legitimacy mechanism.From this case,we could grasp intrinsic mechanism of transition of structure of temporary organization.
