基于城乡统筹的城市资源下乡障碍与对策分析

The Analysis of Obstacles and Countermeasures of Urban Resources to the Countryside Basing on Balance Urban and Rural Development

实现城市资源下乡是合理配置城乡资源,促进农村经济社会发展,实现城乡统筹的重要举措。我国城乡资源配置呈现显著的非均衡性,因此,文章通过我国长期的城乡发展战略、农村土地流转市场、农村金融市场、农业技术推广体系和农村生活环境等因素分析城市资源下乡的障碍,提出转变城乡发展战略,加大政府对农村金融的政策扶持力度,改革农地流转制度,健全农技推广体制,打造良好的农村生活和发展环境,有助于城市资源下乡,实现城乡统筹发展。

Urban resources to the countryside Contributes to dispose of resources between urban and countryside rationally,promote economic and social development of countryside,and balance development of urban and rural.Our country non-balancedly disposed of resources between urban and countryside,so,by analysing the obstacles of urban resources to the countryside,we can change development strategy of urban and countryside,increase government support for rural finance,reform the system of transfer of land,improve the extension system of agricultural technology,create a good livelihood and development environment for the rural area.
