浅析国外地方债务管理经验与启示

地方政府融资平台是地方政府及其机构出资设立的,地方政府直接或间接地承担了连带还款责任,其经营好差不但影响到地方政府的信誉,还关系到公共设施建设等。本文试从国外地方政府债务管理的经验、教训进行比较分析,从国际视角探讨我国地方融资平台风险化解的路径和措施。

Local government funding platforms （LGFPs） are established and funded by local governments with their agencies. Local governments directly or indirectly undertake suretyship of joint and several liabilities. How LGFPs are operated will make a great impact on not only local governments＂ credit but also the constructions of public facilities. This dissertation compares oversea LGFPs with domestic LGFPs on former LGFPs management experience, and discusses how domestic LGFPs financial risks are reduced from international perspective.
