Strate-Building Strategy by Sports is the sport strategy newly promulgated by Japan.It aims at identifying the new sport culture to establish five key developing areas including mass sports,athletic sports,the effective coordination of sports organizations to improve transparency,fairness and configure the support of the foundation of society.This paper explained the policy＇s main goal content,analysed the policies promulgated that background and reasons that,revealed sports development route transformation of Japan＇s theory＂State-Building by Sports＂.
