摘要
本文揭示了城市大量职工下岗的外在环境与职工内在原因 ,针对一些地方政府为解决下岗再就业问题而推行的“腾笼换鸟”政策 ,从人力资本收益角度分析论证了“腾笼”难以“换鸟” ,同时对推行此项政策进行后果分析 。
This article has probed into the causes of urban laid off workers. Against those policies of vacating working posts for urban laid off workers implemented by some local governments, the study has made an analysis from aspect of human capital income. It argues that vacated working posts can not solve the problem of laid off workers, predicts the consequences of these policies, and puts forward corresponding suggestions.
