To develop low-carbon economy need not only issue some policies and regulations, but also study its developing form. Hence, ecological capital operation is the important form for the development of low-carbon economy. Furthermore, in order to develop low-carbon economy efficiently, ideology of eco- logical capital operation should be shaped among people; the form of it should be explored clearly; the environment of it should be optimized.
