摘要
我国建筑业资源的消耗水平远高于世界平均水平,控制建筑产品资源消耗对于保护环境、促进经济的可持续发展具有重要意义。受可交易排污许可制度的启发,探讨了可交易证书机制在绿色建筑规制中的应用可行性,从绿色建筑的节水、节能、节材、节地等方面入手,设计了绿色建筑产品相关可交易证书体系;并根据建筑产品开发建设的特点,设计了绿色建筑产品相关可交易证书规制政策,讨论了影响绿色建筑产品相关可交易证书机制的四个核心环节,认为只要标准设定、审核认证、证书交易与监督惩罚四个核心环节合理而有效,即可确保可交易证书机制的顺利实施。
Chinese resources consumption is far more than average level of the world. It's important to protect our environment and promote the sustainable economic development that resources consumption is reduced to a reasonable level. Enlightened by tradable emission administrative permission system, tradable certificates mechanism for green residence is discussed in this paper. The multiple tradable certificates are designed according to the different aspects of green building, including land saving, water saving, energy saving and material saving. Furthermore tradable certificates mechanism for green residence is advanced based on the feature of green building's construction process and the four core parts of the system are argued. The discussion result shows that if the four parts, including standard setting, auditing & qualification, certificates trading, supervising & punishing, are feasible and reasonable, the tradable certificates system should be effective for resources consumption control and encouragement of resources saving.
