摘要
农田灌溉水资源因其"公共池塘"属性而导致行政和市场手段低效,从而产生抽水竞赛的公共悲剧。节水型社会建设衡水试点的节水制度是通过建立用水者自治组织,由用水者参与管理,利用经济手段进行水价调节来提高水资源利用效率。通过对试点区节水制度实践进行分析,从公共池塘资源、集体行动、选择性激励、补贴、制度变革角度对节水制度及变革的内涵进行经济学阐释,以期对农田灌溉管理的取向提供参考。
The water resources of farmland system which is characterized by the ＂Public Pool＂ leads to the low efficiencies in the administrative and market-oriented policies. Hence, the ＂Tragedy of the Common＂ emerges from ＂Pumping Competition＂. The pilot on water-saving social construction in Hengshui is to establish the water-users managed autonomous organizations, to improve water-using efficiency through price adjustment by economic means. This paper explores the pilot practice of water-saving institutions, and discusses the connotations of reforming and institutions from the aspects of ＂public pool resources＂, ＂collective actions＂, ＂selective incentives＂, subsidies and system transformations in order to provide references for the direction of farmland irrigation management.
