摘要
人才是经济全球化激烈竞争下制胜的核心资源。研究新时期专业技术职务任职资格聘任制度中亟待解决的人才评价与管理机制存在的问题,提出改革思路与对策,对建设人才队伍意义重大。通过厘清职称制度的内涵,科学定位职称制度的作用与职能,构建科学的"共性标准+个性标准"的人才评价模式,推进面向全社会的职称评审、社会中介组织介入评审、实现网络化职称管理、贯通职称、聘任、工资等人事制度的联动等措施,以提升职称评价与管理的效能,实现制度革新对我国各项建设事业的人力资源支撑。
Talent is the core resources under the fierce competition in the economic globalization. The exploration of the problems of talents assessment and management in the professional titles employment system so as to put forward some constructive suggestions to the construction of talent team was of great significance in new era. By identifying the connotation of the title system, scientifically orienting the title system and function, constructing a scientific talent evaluation model, it was proposed that the evaluation of professional titles be promoted to aim at the whole society and some corresponding measures put forward to improve the evaluation and management performance, so as to realize the support of human resources on system innovation in every field.
