文章首先研究了工程项目社会成本的估算方法,然后将社会成本纳入投资决策体系,便于政府根据全新的思路来进行管理和投资决策,以保证工程项目投资决策有利于全社会健康、稳定与可持续的发展。

This paper first studies the estimation methods of the social cost of engineering project, then consider the social cost into investment and decision-making system, in order to facilitate the government to invest and make decision based on new ideas, to ensue that the investment and decisionmaking is beneficial for social health, stability and sustainable development.
