构建吉林省排污权交易制度的必要性

Necessity of Building Emissions Trading System of Jilin Province

"十二五"期间,吉林省经济发展面临新的挑战,对环境保护提出新的要求。本文在分析国内排污权交易制度和吉林省环境经济政策的基础上,结合吉林省经济发展情况,提出吉林省实施排污权交易制度已具备成熟的条件,具有实施排污权交易制度的必要性。

The economic development of Jilin Province is facing new challenges during the 12th five-year plan, and puts forward new demands for environmental protection. Based on the analysis of environmental economic policies of Jilin Province and domestic emissions trading system, combining with the economic development of Jilin Province, this paper proposes matured conditions of implementing emissions trading system by Jilin Province, which has its necessity.
