系统工程自诞生起,就在国民经济社会中发挥着重要的作用.随着人类社会以及科学技术的发展,系统评价和提升的需求日益突出.由此提出量度工程理论,系统构建、系统评价和系统提升为该理论的主要构成,各种成熟度为具体的技术方法.最后介绍了队伍成熟度的量化评估算例.

Since the system engineering was established, it has played an important rote in the national economic and social development. With the advancement of society and science and research, the need of system assessment and enhancement become more outstanding. Based on the present situation, Assessment and Enhancement Engineering （AEE） is introduced which consisted of system construction, system assessment and system enhancement in this paper The implementation of AEE depends on the maturity technical method. The quantitative evaluation method for team maturity is proposed in the last section of this paper.
