摘要
江西省已建防汛抗旱计算机广域网,实现各级指挥部和重点水利工程管理单位点对点干线通信,但防汛调度还是依靠公网有线或无线进行通信。公网通信抗灾稳定性不足,灾害发生时网络可能中断或出现拥塞,为丰富省防汛通信手段,提高防汛调度网络的健壮性,结合实际建设水利部门专有应急通信网络——鄱阳湖区超短波应急通信网络。该网络使用同频同播技术建设1级同频同播骨干网和2级本地转发网,分别实现鄱阳湖区内、各地区本地层面防汛抗旱通信。
The existing wide area network for flood control and drought relief in Jiangxi province has realized pointto-point mainline communications between headquarters at all levels and administration agencies for key hydraulic engineering,but communication for flood control regulation is made through wired or wireless public network.Public network communication for disaster resistance lacks of stability,so network interrupt or congestion may occur when disaster happens.For enriching Jiangxi provincial means of communication for flood control and improving robustness of regulation network,special ultra-short wave emergency communication network for Poyang lake region is constructed.Simulcast over the same frequency technology is used for setting up first grade mainline network and second grade local retransmission network,thus respectively realizing flood control and drought relief communication in Poyang lake region and at local level.
