农村法律援助现状及对策研究——以湖南省龙山县为例

法律援助是保护弱势群体合法权益、保障人权和维护社会公平正义的重要手段,是社会救助制度在司法领域的体现。农村法律援助是法律援助的关键组成部分,关系到广大农民的切身利益、农村社会的稳定和我国法治建设目标的实现。应逐步降低法律援助申请条件,维护好广大农民的合法权益,真正实现"法律面前,人人平等"。多渠道增强资源配备,为农村法律援助工作的顺利开展提供有力保障。加快建立法律援助联动机制,尝试将非诉调解纳入农村法律援助形式,不断创新法律援助服务方式;建立质量监督管理体系;提高农民法律意识,扩大法律援助的知晓率和影响力。

Legal aid is an important means of protecting the legitimate rights and interests of vulnerable groups,safeguarding human rights and upholding social fairness and justice.It is a typical embodiment of the social assistance system in judicial field.Rural legal aid is a key component of legal aid,which is related to the vital interests of the majority of farmers,rural social stability and the realization of legal construction goals.In order to realize the goal of ＂equality before the law＂,the conditions of applying for legal aid should be gradually reduced,the legitimate rights and interests of farmers should be safeguarded.Equipped with multi-channel enhanced resources,rural legal aid work can be carried out smoothly.So it is very necessary for us to accelerate the establishment of legal aid linkage mechanism,try to include the non-complaint mediation form of legal aid in rural areas,innovate new ways of legal aids,establish a quality supervision and management system,improve their legal awareness,and expand the awareness and influence of legal aid.
