摘要
土地市场监测监管工作已在全国范围内全面铺开,在运用土地政策参与宏观调控的工作中发挥着越来越重要的作用,广东省的土地市场动态监测监管尚存在数据准备的及时性、准确性和完整性有待提高,土地供应和开发利用中存在着违规和违约行为,现有的系统功能制约着监测监管工作的深入,监测深度不够等问题。强化土地市场动态监测监管工作应采取:落实监测监管责任,加强土地供应和开发利用监管,建立违规出示公告和疑似闲置土地每周督办制度,建立建设用地审批、市场动态监测与监管系统,研究制定考核评价办法,建立有效的激励机制等措施。
In view of existing problems with regard to land market dynamic monitoring and supervision in Guangdong province, such as: timeliness, accuracy and integrality of the data preparation must be improved; any act of infringement or breach of contract and rules are involved in land supply and land use and development; as well as the existing monitoring system has restricted to make a deep monitoring and supervision. This paper offers some specific methods: implementing responsibility for monitoring and supervision; strengthening supervision of land supply and development; a public announcement for breach of rules and weekly supervision system for suspected idle land should be established; building the system for approval of land for construction use and dynamic monitoring and supervision of market; researching to develop methods for evaluation; setting up effective incentives mechanism.
