公营企业与社会主义国有企业是两种不同的经济成份。对于公营企业 ,在非竞争性领域其经营是垄断性的 ;原则上不涉入竞争性领域 ;但仍保持一定的竞争性经营机制 ;在经营中还可以往下投资建企业经营 ;参股经营 ,只涉及竞争性领域。

Public Enterprises and Sociallist State-owned Enterprises are of different economic components. As for Public Enterprises,their operations are characterized by monopolizing in the non-competitive fields;though basically not involved in the competitive aspects,they still maintain some competing mechanism in business running;they can also make down-going invstments in running business;share operation only involves the competitive aspecsts.
