对淮河流域工业发展的思考

Reflection on lndustrial Development of the Huaihe River Basin

在市场机制建立与淮河流域经济发展过程中 ,由于各级政府未能发挥应有的积极职能 ,致使淮河流域工业结构和工业规模都不尽合理 ,淮河流域受到严重污染。面对 2 1世纪可持续发展战略 ,以淮河流域为实证 ,深刻认识环境保护与经济发展这一矛盾中对立统一的规律 ,认真吸取教训 ,以新的思路 ,正确选择淮河流域工业发展模式。抓住人类刚刚步入知识经济的契机 ,在不限制经济快速发展、不否定工业化和农业现代化的进程中 ,分配并利用好环境容量 ,在淮河流域快速完成工业化进程 ,最终迈进现代化行列 ,实现经济、社会与环境的共同发展。

In course of estabishing market system and developing economy of the Huaihe River Basin, the Huaihe River Basin was severely polluted as at dfferent levels government cannot perform their function. Considering the sustainable development,and using the Huaihe River Basin as positive research,we can understand prosoundly the law of the unity of opposites about protecting environment and developing economy,and can choose proper developing road for the Huaihe River Basin by drawing a lesson.When the world has just come into the information economy,we should rapidly carry out industrialization and coordinate growth in economy,society and environment in the Huaihe River Basin by fully utilizing the envitonmental capacity of the Huaihe River Basin.
