从战略上调整国有经济布局和改组国有企业需要正确处理几种关系

On the Various Relationships to Be Correctly Coped with in Conducting Strategic Adjustment and Reform in the State-owned Economy

国有经济是我国国民经济的支柱力量 ,但近几年问题颇多 ,规模过小、分布过宽、大面积的经营亏损、经济效益下降和资产流失等等。因此 ,必须大力推进国有经济的战略性调整与改组。在这个过程中 ,应正确处理好以下几种关系 :(1)“进与退”的关系。要有进有退 ,有所为有所不为。 (2 )“量与质”的关系。国有经济在国民经济中要占一定数量 ,但关键是素质要高 ,对整个经济的控制力要强。 (3)“抓与放”的关系。既要抓好国有大型企业 ,又要搞活国有中小型企业。

State-owned economy has been the pillar force in the national economy. However, quite a number of problems occurred in this sector in recent years, including that: business in the sector does not reach the minimum scale, it is often over-widely stretched in location, and has seen wide running in deficit, drop in economic benefits and assets drainage, etc. So it is necessary to push forward strategic adjustment and reform in the state-owned economy. In doing so, the following relationships have to be coped with correctly: (1) The relationship between moving “forward and backward'. Only forward and no backward moving simply won't do. In order to gain, we have to hold fast to something while letting go something else. (2) The relationship between “quantity and quality'. It is sure that state-owned economy has to take up a certain percentage in quantity, however, the key is to promote its quality and enhance its control over the entire national economy. (3) The relationship between 'what to control and what to let go'. On the one hand, we have to take good control of the state-owned large enterprises and see to that they are running well, and on the other hand, the small and medium-sized enterprises must be left to their own initiatives.
