政府政务外包及其实现路径研究

The Research of Government Affairs Outsourcing and Its Realization Paths

随着政府自身提高管理和服务能力、降低行政成本需求的增强,经济全球化和信息化时代公民参与意识的提高以及层级政府间压力的加大,政府政务外包日渐成为一种新型政府治理工具,其领域和范围也不断拓展。据此,文章对当前我国政府政务外包的发展状况和动因进行了分析,进而探讨了政府政务外包的公共性、效率和合法性三个限度,并提出了明确政务外包中的政府职责、提高政府政务外包管理能力、坚持依法推行政务外包等三条外包实现路径。

With the increasing demand for government to improve its management and service ability and to reduce its administrative costs, and with the enhancement of citizen participation consciousness in economic globalization and information age, as weU as with the increasing pressure among the hierarchical governments, the government affairs outsourcing has become a new effective governance tool gradually, and its field and scope are also developed unceasingly. Based on all those above, this article analyzes current development status and motivation of government affairs outsourcing and discusses about its triple - dimensioned considerations ： publicity, efficiency and legitimacy. Then, the article puts forward three approaches to realize the government affairs outsourcing： clarify government responsibility, enhance government capability, and realize administration according to law.
