“提升”与“健全”思辨——关于职业教育体系的思考之二 被引量:4

摘要 1996年颁行的《职业教育法》提出了"建立、健全职业教育体系"的法制目标,但是由于"提升"职业教育层次观念的影响,这一明确的法制目标被模糊化,等级较低的职业教育,人才类型及其成长规律,各层次职业教育的衔接,受教育者的全面、协调、可持续发展等均受到忽视,致使职业教育体系的构建面临巨大困惑。为构建现代职业教育体系,应当作出理性选择:树立"健全"高于"提升"的理念;以"健全"体系为原则,确定职业教育类型和层次;探析现代国民教育体系与人力资源和社会保障体系的相关环节。 The"Vocational Education Law"issued in 1996 put forward the target of"establishing and perfecting vocation. al education system".However,influenced by the idea of"level upgrading",the clear legal target was blurred,low level vocational education was gradually ignored,and talent types and its growth pattern,the linkage among all vocational educa. tion levels and the comprehensive,coordinated and sustainable development of students were neglected,which resulted in the confusion for constructing vocational education system.Therefore,rational choice should be taken: set up the idea of "perfecting"above"upgrading";with the principle of system"perfecting",determine the types and levels of vocational education;explore related links between modern national education system and human resource and social security system.
