Based on the theory of the primary stage of socialism, and characteristics of China's national conditions, the author points out with emphasis that the ethnic problems in China at present stage are ethnic problems in the primary stage of socialism, so we have to observe and handle them according to the objective realities in the primary stage of socialism Meanwhile, the author discusses the questions of adhering to, developing and improving the system of regional autonomy for ethnic minorities and how to understand the existing problems at present in the practice of carrying out the regional autonomous system for ethnic minorities, from the angle at the relation between economic base and superstructure.
