将协商决策模式运用于公共政策制定过程的适用性

Decision-Making Model Used in the Negotiation Process of the Applicability of Public Policy

公共政策制定是一种重要的政治行为,也是社会政治生活中公共决策系统的经常性活动。我国传统的公共政策制定模式还存在诸多缺陷和不足,阻碍了社会公共利益的实现。转型时期多元化的社会结构,要求在公共政策制定中,摒弃传统的公共政策制定模式的弊端,逐步向现代公共政策制定模式转变。论文结合中国发展的实际情况,运用创新形式,将公民听证会、公民会议、民主恳谈会、关键公众接触、专家咨询、网络对话等协商决策模式的几种形式运用于公共政策制定过程中。从而促进公民有效地参与政府决策,确保公共政策制定的公开性、透明性、科学性。

Public policy making is an important political behavior, as well as a regular activities of public decisionmaking system in social and political life. Presently our traditional public policy making mode has many defects, which dbstructures the realization of social public interests. Transformation of the diversification of social structure requires the abandoning of the disadvantages of traditional public policy making mode and changing to the modem public policy formulation pattern gradually in public policy formulation. The paper is based on the actual situation of China＇ s development, invovatively using several forms of decision models in public policy formulation process, such as citizen hearing, citizen conference, the democratic communion convention, key public contact, experts for clients, network communication. So as to promote the citizen participation in govemment decision effectively, ensure that public policy formulation openness, transparency, and scientific.
