In constructing famous international tourism city, high-quality specialized talents concerning foreign affairs are indispensible resources. From the background of constructing ＂Tourism Setting Up City＂ and ＂Famous International Tourism City＂ in Qinhuangdao, this paper analyzed the development opportunity, expounded the types and connotation of tourist talents concerning foreign affairs, and proposed the talent training thoughts and strategies in accordance with the characteristics of high-quality specialized talents.
