毕节试验区新时期农村扶贫开发的SWOT分析

SWOT Analysis on Rural Poverty Alleviation of Bijie Experimental Zone in the New Period

为推进毕节试验区新一轮改革发展提供决策参考,运用SWOT分析模型,分析了毕节试验区新时期农村扶贫的有利条件、不利因素、存在的困难以及面临的机遇和挑战,提出了毕节试验区在今后扶贫开发工作中要以减少贫困人口、提高贫困人口的收入和自我发展能力为重点,以基础设施建设、社会事业发展、产业发展和生态保护为着力点,以重点贫困县(乡)、少数民族聚居集中连片贫困地区和石漠化集中连片贫困地区为重点区域,大力实施扶贫开发,实现贫困地区"产业发展、生态改善、农民增收"良性循环的对策建议。

The strengthens,weaknesses,opportunities and threats of rural poverty alleviation of Bijie Experimental Zone in the new period were analyzed by SWOT model to provide references for promoting the reform and development.It was pointed out that in order to achieve virtuous circle of ＂industrial development,ecological improvement and income increase of farmers＂,Bijie Experimental Zone needs to adhere to development-oriented poverty reduction policy,place emphasis on reducing poor population,increasing income of poor people and enhancing their capacity,take infrastructure construction,development of social programs,industrial development and environment protection as priorities,and focus on the key poverty-targeted counties（townships）,minority people concentrated areas,rock-desertification stricken region.
