摘要 针对流域初始排污权配置的相关研究成果,在界定流域初始排污权配置内涵的基础上对流域初始排污权的3种配置机制及其优缺点进行系统剖析。对不同配置机制下的流域初始排污权配置方法进行综述,并提出了流域初始排污权配置中有待解决的问题。 According to the relevant research results of the allocation of the initial emission permits in basins, three kinds of allocation mechanisms for the initial emission pemfits in basins and their advantages and disadvantages were systematically studied based on the definition of its connotation. The methods for the allocation of the initial emission permits under different allocation mechanisms were reviewed. The urgent problems to be solved in the allocation of the initial emission permits in basins were also put forward.
