摘要
本文从信息资源的特点出发，讨论了信息资源开发与利用之间的关系，根据我国信息资源开发与利用的实际，提出了信息资源开发与利用的建议。
The relation between the exploitation and utilization of information resources was discussed on the basis of the reality and the suggestions on it were made according to the chinese practice.
