“两型”试验区服务业绿色发展的体制机制障碍与对策

On Obstacles and Countermeasures: System and Mechanism for Green Development of Service Industry in Resource-saving and Environment-friendly Society Pilot Area

在文献回顾和实地调研的基础上,从行政管理、产业引导、资源节约、环境保护、消费安全、科技支撑共六个方面分析了资源节约型、环境友好型社会建设综合配套改革试验区(简称"两型"试验区)服务业绿色发展的体制机制障碍。提出"两型"试验区要以绿色政绩观为导向创新服务业绿色发展的行政管理体制机制,要以绿色创新与绿色控制统一为思维创新服务业绿色发展的产业引导体制机制,要以市场调节与政府调控有机结合为手段创新服务业绿色发展的资源节约、环境保护、消费安全体制机制,要以加大投入为着力点创新服务业绿色发展的科技支撑体制机制。

Based on the literature review and field study,from the six aspects including administrative management,industry guidance,resource conservation,environmental protection,consumption safety,and scientific support,this article analyzes the obstacles and the countermeasures for the systems and mechanisms of service industry＇s green development in resource-saving and environment-friendly society pilot area（hereinafter referred to as ＂Two-type Pilot Area＂ for short）.The ＂Two-type Pilot Area＂ should be constructed under the orientation of green performance concept to innovate the administrative systems and mechanisms of service industry＇s green development,with a thinking that green innovation and green control should be in unity to innovate the systems and mechanisms of industry guidance in the green development of service industry,in a way that market regulation and government regulation should be combined to innovate the systems and mechanisms for resource conservation,environmental protection,consumption safety in the green development of service industry,with a focus on increasing the investment in the green development of service industry to innovate the systems and mechanisms of scientific support.
