Brief Account of Xie Juezai's Disaster-Relieving Thought

谢觉哉是一名德高望重的社会活动家,在处理灾荒方面有诸多论述,形成了其深刻的救灾思想。谢觉哉十分关注自然因素之外的灾荒成因,在区别解放区政府救灾与国民政府救灾的本质不同的基础上,提出新社会救灾的主体是人民,救灾是与灾荒的长期斗争,救灾是一个与生产相结合的过程,在救灾工作中应把救济款的发放作为一个重大问题来抓。从谢觉哉的救灾思想中,我们既可感受到新旧社会处理灾荒问题的本质区别,还能发现其不可忽略的当代价值。

Xie Juezai was a highly respected social activist and he had many writings on how to deal with disasters, which formed his profound disaster - relieving thought. Xie Juezai concerned very much about the famine causes except natural factors, and he was clear that the disaster relief in the liberated areas and that in the national governmental areas are essentially different. Based on this, he pointed out that the people is the main body of disaster re- lief which is a long struggle and should be combined with the production process, and the release of relief funds should be taken as a key issue in the relief work.
