学校体育设施向社会开放的困境解析:基于制度互补性的视角

Analysis on Predicament of Opening up School Sports Facilities——Based on the System of Complementary Perspective

采用文献资料法、逻辑分析法,运用制度互补性理论,指出学校体育设施向社会开放过程中存在的制度互补性问题主要有:资金投入与保障制度不健全;相关法律法规与安全管理制度不健全,存在着滞后效应;人力资源建设制度改革的缺位,并提出进一步健全资金投入与保障制度,建立健全相关法律法规与安全管理制度,建立可行、有效的人力资源建设制度,提升学校设施向社会开放的服务水平等相关配套制度改革措施。

Through using the method of literature review, logical analysis and complementary systems theory,this paper pointed out that the school sports facilities opening to the community existed system of complementary problems including imperfect capital investment and security system, lack of relevant laws and regulations and safety management system, human resources system in the absence of reform Based on it,it proposes to further improve the capital investment and the security system, establishes and improves relevant laws and regulations and safety management system, sets up feasible and effective human resources systems and upgrades the service level of school facilities opening to community and related reform measures.
