RESEARCH ON RESOURCES UTILIZATION AND SUSTAINABLE DEVELOPMENT STRATEGY FOR PANZHIHUA CITY

从计划经济体制下地区生产力布局“空投式———镶嵌型”到主要依靠城市、区域经济系统的自增长能力和其自身的投资环境吸引力，我国区域、城市发展的条件发生了根本性变化，发展的机遇增多，主动性增强，但发展的不稳定性也同时增强。如何把握市场经济条件下城市发展的机遇，引导资源合理开发利用，区域经济健康、持续发展，首要任务便是制定合适资源利用分配规则和地方发展战略。

The core of actualizing sustainable development is the transformation from the state idea into local action.In procession of institution translation,the city of “fly land” model,supported by institutions and possessing individual urban rural relationship,takes a very important role in urban development and driving its border region forward.Its development model has been changed from institutional promotion to self dependent,and as initiatives and jitter increase.To promote local economic and social sustainable development,the first thing is to accurately identify local resources characteristics and market growing trend.The local sustainable development strategies are not only supported by development conditions but also restrained by development objectives.To integrate different social forces effectively in district,sustainable development strategy must resolve a serious contradictions and problems.
