Ten Major Steps Necessary to the Development of China's Refin- ing Industry in the 21st Century

面对新世纪更加激烈的国际竞争和加入WTO的挑战,在政府巨大羽翼下成长起来的中国炼油业只有通过改革经营管理体制,改善经营机制,调整石油资源战略和加工布局,优化资源配置,提高产品结构调整的灵活性,开发炼油新技术,加快产品质量升级,更新建厂模式观念,寻求战略性重组,实现十个方面的跨越,才能在未来的发展中保持竞争优势、立于不败之地。

Facing stiffer international competition and other challenges caused by pending WTO entity, China's refining industry, which has long developed under governmental protection, must take a series of steps in order to survive and succeed in the future. Operating and management systems have to be reformed and operating mechanisms improved. Petroleum resource strategy and processing distribution have to be re-adjusted and resource distribution optimized. The adjustment of product structure should be more flexible. New refining technologies must be developed and product quality upgrading accelerated. Traditional ideas on refinery construction should be replaced by strategic restructuring. Progress must be made in these ten areas to ensure success in the next century.
