摘要
随着上海建设"两个中心"国家战略的深化和推进,上海港的集装箱吞吐量还将继续增长,公路仍将成为港口集疏运最主要的集疏运方式,也将给公路集疏运带来巨大的挑战。目前公路集疏运聚集于外环和郊环,同时郊环与外环在黄浦江下游区域共用外环隧道过江,导致外环隧道节点和宝山、外高桥港区周边交通拥堵和混乱,也影响了周边区域的发展。通过对上海港公路集疏运特征现状的分析,对公路建设、区域交通管理、收费政策、道路设计标准等多方面提出改善建议。
With the deepening and promoting of Shanghai "two center" construction national strategy, the import and export quantities of container in shanghai port will also continue to grow, highway will still be the main way of transportation. It will give enormous challenges to highway collection and distribution system. Now highway collection and distribution gather in outer ring and rural ring, but in downstream area of huangpu river outer ring and rural ring traffic cross Huangpu river together by outer ring tunnel. It causes traffic jams in outer ring tunnel nodes, surrounding area of baoshan and waigaoqiao port, and influences the development of this regions. This paper provide suggestion in highway construction, the regional transportation management, charge policy and road design standard through analyzing characteristics of the present situation of Shanghai highway collection and distribution system.
