在全球可持续发展的潮流中，环境与发展已成为世界石油工业发展的一个主题，能否实现环境、资源、经济的协调发展，直接关系到石油工业的前途和命运。中国石油天然气在２１ 世纪要取得大的发展，必须“向管理要效益，以质量求生存”，全面在石油天然气企业执行ＨＳＥ 和ＴＱＣ 管理体系。文中分析了ＨＳＥ 和ＴＱＣ 的主题内容及特点，国外石油企业目前推行ＨＳＥ 和ＴＱＣ 的情况，以及国外石油企业推行ＨＳＥ和ＴＱＣ 的现实性和重要性。提出只有全面推进ＨＳＥ和ＴＱＣ管理体系，才能提高中国钻采技术在国际上的竞争能力。

Environment and development have become a important problem for world oil industry continuous development.Coordinated development of environment,resources and economy relates directly to the future of oil industry.In order to obtain considerable development in Chinese pipeline of natural gas in 21st century,Chinese oil enterprise must value management and quality,perform HSE and TQC management system.The paper analyses main contents and features of HSE and TQC.The cast for performing HSE and TQC show us foreign enterprise how to use HSE and TQC.Only in completely adoption of HSE and TQC,can the competitive ability of Chinese drilling and production technology be increased in international market.
