油气管道项目合同与伙伴双重关系管理模式构建

Construction of Contract and Partner Dual Relationship Management Mode for Oil-Gas Pipeline Engineering Project

由于油气管道工程项目的复杂性,难以用单一的管理模式解决项目建设过程中的不确定性问题。合同与伙伴关系双重管理模式的构建,既解决了可以预见的常规问题,又较好地解决了合同外的问题,实现了项目各方的共赢。文章从油气管道工程项目特点、现行油气管道工程项目管理模式及存在问题、油气管道工程项目双重管理模式的职能分析及其形成等论述了该管理模式。

It is difficult to use single management mode to solve uncertainty problems in construction process of oil-gas pipeline projects due to the project complication.The contract and partner dual management mode can solve not only the foreseeable conventional problems,but also the problems beyond contract scope,and realize a win-win situation for all parties of the project.In this paper,the contract and partner dual management mode is expounded with respect to the features of oil-gas pipeline engineering projects,the current management modes and existing problems of the projects,the function analysis and structure of the contract and partner dual management mode,and so on.
