开放经济下外国直接投资对产业政策的影响

On the Effect of Foreign Direct Investment upon Industrial Policy under the Condition of Open Economy

随着经济全球化的快速发展,资本在国家之间的流动日益增加,外国直接投资会改变母国与东道国之间的战略关系,使东道国的产业政策发生相应的变化。基于这一点,应对一国应该如何有选择地对FDI开放,以及开放后产业政策应该如何进行调整开展讨论。外资进入后会使东道国的国民福利降低,所以在开放过程中政府应保持谨慎的态度,选择外部经济较强的行业对外资进行开放,同时需要改变产业政策,对外资进入的行业进行征税。

With the rapid development of economic globalization, there is an increase in capital flow among countries. Foreign direct investment will change the strategic relationship between home and host countries, making the host country＇s industrial policy change accordingly. In view of this, in this paper, we should discuss how to open to FDI, and how to adjust the industry policy af- ter opening to the outside world. The access of foreign capital can lower the national welfare of host countries, therefore, in the process of opening--up, the government should remain a cautious attitude, and choose the business of stronger external economy, and meanwhile, should change the industrial policy, and levy tax on the business of foreign investment.
