关于“十二五”废水减排的几点建议

Recommendations and Suggestions About Wastewater Emissions Reductions in "12th Five-Year Plan"

减排的最根本的原因在于存在环境污染,其目的为实现环境质量的提升。通过对"十二五"废水污染物减排目标及途径分析,结合环保部提出的"十二五"以结构减排为主的减排途径和我省的实际情况,建议将规划先行和产业结构调整为主要手段的防止新污染物的产生、中水回用、健全环境管理与总量考核制度作为"十二五"减排的重点工作。提出长远减排必须从宏观和战略的角度出发,这不仅是"十二五"减排重心工作,也为实现今后碧水工程长远目标奠定基础。

The most fundamental reason for emissions reductions is the existence of environmental pollutions, and the objective for emissions reductions is to improve the quality of our environment. Through analysis of the targets and pathway for wastewater pollution reduction in the upcoming ＂12th Five-Year Plan＂, in addition with the concept of structure-based emission reduction introduced by Ministry of Environmental Protection of China and the present situation in Jiangsu province, the study recommend to carry on planning and the reconfiguration and adjustment of industry structure as priority. The principal work for emissions reduction in ＂12th Five-Year Plan＂would be： Prevention from the generation of new pollutants, water reuse, improvement of envrionmental management and ＂total amount emissions control＂ system. The achievement of emissions reductions in long-term must be based on macro-strategic perspective, which is not only for emissions reductions in＂12th Five-Year Plan＂, but also for the solid fundation for the fulfilment of the long-term goal of ＂ Green Water＂ project.
