With the gradual development and market economy andthe advent of network era, the traditional service mode of college and university libraries urgently needs improving. In addition to the reinforcement of the traditional library administration and the optimization of the administrative allotment of library human resources, network information service must also be upgraded, and the rate of use in terms of electronic books increased.
