摘要
中国石油吉林石化公司高碳醇厂铝粉装置属于金属冶炼化工行业,它采用国际上先进的氮气雾化系统循环技术生产超细铝粉。随着我国经济的快速增长不断飞速发展,新建、改建、扩建项目的建成、投产和稳定运转,要求企业在做好建设项目"三同时"的前提下,还要做好投资项目后评价工作。通过铝粉装置技术改造项目的成功经验,运用项目后评价的主要分析评价方法——对比法,根据项目改造后调查得到的实际情况,对照项目立项时所确定的直接目标和宏观目标,探讨项目后评价在铝粉技术改造项目实施过程中项目规划、投资决策、管理水平及经济效益等方面的应用。
The Aluminum Powder Plant of PetroChina Jilin Petrochemical Company Higher Alcohol Factory belongs to metal smelting chemical industry,it produces super thin aluminum powder via internationally advanced nitrogen gas atomization system circulating technology.With quick national economical development,some new projects,transformation projects and extension projects were built up and put into operation.Enterprises should complete construction work as well as post evaluation work of investment projects.The application of post evaluation in project planning,investment decision,administration level and economical efficiency are discussed by using the analyzing evaluation method-comparison method of post evaluation according to successful experience of technical reform of aluminum powder plant and comparing the direct goal and macro goal according to the survey result after project reform.
