摘要
文章在分析新疆现行的煤炭资源补偿机制及其补偿作用的基础上,调查分析了新疆建立煤炭资源生态补偿机制的基础和条件,提出从补偿对象、补偿主体、补偿模式、补偿数额量化以及补偿费使用5个基本方面构建煤炭生态补偿机制,并提出适合新疆实际的对策建议。
Based on the analysis of current compensation mechanism and effect for coal resource in Xin- jiang, analyze the basis and conditions of establishing ecological compensation mechanism for coal re- source, build the compensation mechanism from five basic aspects, including the object, the subject and the model of compensation, the amount and the using of compensation fee, and propose practical policies and proposals for Xinjiang.
