农村基层组织既是党委、政府的各项方针政策的贯彻者和执行者,同时又是直接动员和组织广大农村党员群众投身现代化建设的领导者和实践者,其特别的作用决定了加强农村基层组织建设的重要性和紧迫性。随着经济社会的快速发展,目前农村基层组织建设存在着正常运转难度偏大、队伍素质能力弱化、队伍建设乏力、干部管理滞后等问题。需要采取切实措施,积极应对各种挑战,巩固组织建设的经济基础,提高干部的整体素质,加强组织规范化管理,营造干事创业良好环境,从而为新农村建设提供强有力的组织保证,推动农村各项事业的和谐发展。

The rural grass-root organizations are not only the implementers of various policies of party committee and government, but also the leaders and practitioners who directly mobilize and organize the majority of party members in rural areas to devote to modernization. It＇s important and urgent to strengthen the rural grass-root organization building according to this special role. With the rapid economic and social development, some problems of rural grass-root organizations are emerging, including difficulty of normal opera- tion, weakening of quality and ability, shortage of team building, backwardness of cadre management. We need take practical measures actively to respond to all kinds of challenges, consolidate economic foundation, improve the overall quality of cadres, standardize management, and create a favorable environment for entrepreneurship. In this way, we can build effective organizations to ensure har- monious development in new rural areas.
