论政府在贫困地区新型农村合作医疗中的责任

On Government's Responsibility in Poverty-Stricken Area's New Rural Cooperative Medical System

新型农村合作医疗自运行以来,对实现贫困地区农民医疗保障起了重要的作用。但其在逐步完善发展和受惠于农民的同时,也存在着不少的问题和隐患。为了矫正和减少这些问题对新农合的制约,保证新农合的可持续发展,需要政府在其中扮演更重要的角色,承担更多的责任,从而纠正偏差、达成共识,最终实现可持续发展。

Since the new rural cooperative medical system was adopted, it has played an important role in povertystricken area＇s medical security services. However, while trying to improve itself and bring more benefits to the farmers, it also faces many potential problems. In a bid to correct and ease the restrictions imposed on the the new rural cooperative medical system and ensure its sustainable development, the government should play a more active role in it and shoulder more responsibilities to correct the misunderstanding before reach a consensus and achieve the sustainable development.
