试论森林防火中的科学防火与人文防火

On the Scientific Fire Prevention and Humane Fire Prevention in Forest Fire Prevention

科学防火与人文防火其实质是森林防火现代化理论,二者既有区别又有联系,区别在于,二者的出发点不同,科学防火着眼于森林火灾防治的自然规律探索,人文防火着眼于森林火灾防治的人文和理性关怀;两者都是服务于森林的现代防火理论,其目的都是为了减少森林火灾的发生和降低森林火灾的危害,保护人民生命财产。从哲学上讲,科学防火本质上包含人文防火,人文防火本质上也包含科学防火,二者密切联系,不可分割。在构建和谐社会中,两个法宝,缺一不可,共同运用,以保障林区长治久安。

In today＇s society,forest fire prevention theories are aging,they need to be reconstructed.The essence of scientific fire prevention and humane fire prevention is forest fire prevention modernization theory,they have differences and relationships：the difference is their starting point is different,scientific fire prevention focuses on the exploration of the laws of nature of the forest fire prevention and control,humane fire prevention focuses on the humanities and rational care of the forest fire prevention and control;both are modern fire prevention theory and they are both service in forest,their purposes are to reduce the occurrence of forest fire,reduce the harm of forest fire and protect people＇s lives and property.From the philosophical terms,scientific fire prevention essentially covers humane fire prevention,humane fire prevention essentially also covers scientific fire prevention,both are close contact and inseparable.In constructing the harmonious society,both are two weapons,none can be dispensed with,they are together to protect the safety of the forest.
