In the age of knowledge economy, science and technology is increasingly becoming a key factor in the regional development. S＆T human resources as an innovative carrier have become the region＇s most valuable strate- gic resources. If Fujian wants to achieve economic and social development, we must optimize and integrate the S＆T human resources, give full play to the effects of agglomeration, coordination, transfer and external minds of S＆T human resources, and enhance the functions of S＆T human resources in leading the economy and supporting the development.
