The System of the Government's Counselor:Its Evolution and Development

文章对我国政府参事制度的历史沿革、形成和发展脉络进行了梳理。政府参事制度是在借鉴中国传统谏议文化的基础上,在政府体系内设立的一种发挥党外民主人士决策咨询作用的制度性安排。面对当前经济社会发展中的各类矛盾和问题,进一步发挥政府参事的优势和作用,有利于促进政府决策科学化、民主化。

The paper reviews the history of establishment,reform and development of the system of the government＇s counselor in China.The system of the government＇s counselor is on the basis of the traditional culture of the imperial censors.Based on the Chinese tradition of counseling culture,the system of governmental counselor is an institutional arrangement so as to bring a role of the Non-CPC democrats into play in decision-making consultation within government structure.Confronted with various contradictions and problems in the process of economic and social development,we should further exploit the governmental counselors＇ advantages and roles to the full.It is very helpful for our government to ensure scientific and democratic decision-making.
