随着公共行政的演进,服务行政呈现出以"权力"为中心的恩赐形态到以"满足公共需求"为中心的服务模式直至以"官民共治"为核心的合作模式之发展脉络。服务行政是对秩序行政的发展,而以"官民共治"为核心的合作理念则是现代公共行政的本质昭示。公共行政发展与行政法理念革新一直存在互动关系,行政法合作理念的确立,应在行政观念、行政主体、行为方式、行政救济等领域得到具体体现。

With the evolution of public administration, the service administration displays to us its course of development： ＂bestowed power＂-oriented form, ＂public demand＂ centered and service oriented mode, and cooperation mode with ＂joint administration by government and people＂ as the core. Service-oriented administration results from the development of order administration, and cooperation administration speaks for the essence or the nature of modern public administration. There always has been an interactive relationship between public admin- istrative development and innovation of administrative law theories. The cooperation concept in administrative law should be reflected in administrative subject, behavior, relief and other fields.
