摘要
基于2005—2009年省际规模以上工业面板数据,构建DEA模型,从静态和动态两个角度实证分析了中国工业部门全要素能源效率状况。从静态角度来看:(1)中国工业部门全要素能源效率整体上处于中优水平,有约25%~40%的节能空间;(2)工业生产过程表现为能源利用相对低效,全要素能源效率低于全要素技术效率;(3)区域之间和区域内部的差异性较大。工业全要素能源效率值在区域之间自东向西递减,而地区内部的差异性却自东向西增大。从动态角度来看:(1)2005—2009年,工业部门全要素能源效率整体上未发生实质性变化,绝大部分省份也未发生实质性变化;(2)工业全要素能源效率全国范围内差异性有减小趋势,各地区内部差异性将持续存在。
With panel data collected in 29 provinces between 2005 to 2009, this paper established the DEA model to analyze Total Factor Energy Efficiency for China' s industry. Here are the five conclusions it reached: (1) China' s industrial TFEE was sub -optimal and about 25% -40% of energy could be saved. (2) Industrial TFEE was lower than TE, which indicates that energy utilization in industrial production is relatively inefficient. (3) Industrial TFEE difference among provinces and regions are quite big. TFEE decreases from east to west, while TFEE diversities inside regions increase from east to west. (4) Over the five years, Chinese industrial TFEE experienced no substantial change. (5)Absolute β convergence and conditional β convergence are found in the whole country, while only conditional 13 convergence is found in the four regions.
