中国扶持人口较少民族政策实践程度评价及思考

The Evaluation and Rethinks on the Effect of the Policy of Supporting Minorities with less population in China

党中央、国务院高度重视人口较少民族的发展,新世纪以来中央和地方实施了专门扶持发展的政策,人口较少民族聚居地区呈现出经济发展、生活改善、民族团结、社会和谐、边防巩固、睦邻友好的大好局面,成为我国民族工作战略性安排的一大亮点。本文在对10年扶持人口较少民族政策回顾总结的基础上,对扶持人口较少民族政策的实践程度进行了总体评价。文章指出扶持人口较少民族是一项长期艰巨的历史任务,扶持人口较少民族政策还面临许多亟待完善的问题,并对发展和完善人口较少民族扶持政策提出了若干思考。

Since 21 st century, the Party Central Committee and the State Council attached great impor- tance to the development of the minorities with less population, the central and local government implemen- ted a series of special policy to support minorities with less population. There are showing economic devel- opment, national unity, border defense, and good -neighborly and friendly situation in minorities with less population regions, which has became one of the highlights of our national work in the new century. This paper evaluates the effect of the policy of supporting minorities with less population on the basis of review and summary of these policies for 10 years. This paper points out that it is a long and arduous historical task, which still faces many contradictions and problems to be solved, it also gives some rethinks to develop and perfect the policy of supporting minorities with less DoDulation.
