This paper discussed the purpose and the meaning of establishing the two-oriented society.From macroeconomic aspect,the green national economy accounting system was constructed under the two-oriented society,including index system,account system,circular economy accounting evaluation mode and information disclosure system.The system provides the policy support basis for how to build a two-oriented society by helping us know the change and the tendency of resources,protect and use resources and carry out the sustainable development policy.
