在知识经济崭露头角的今天，发展中国家应突破时代局限，遵循知识经济的客观规律与特点，抓住机遇与挑战。在实事求是估计我国当前科技水平与发达国家差距的同时，要审时度势，博击知识经济的世界潮流。要按市场经济规律，尤其是要把宝贵的投资用于开发效果明显而又急需的项目。

In the time when knowledge based economy is standing out conspicuously, developing countries should break through the barrier, abide by the objective laws and characteristics of knowledge based economy, seize the opportunity and accept the challenge. It was pointed out that China should judge the hour and size up the situation, strike in the world trend of knowledge-based economy, on the basis of evaluating the gap of science and technology level between China and developed countries objectively. It was proposed that, according to the laws of market economy, the precious resources should be invested in projects which are badly needed and may bring significant effects such as raising the ability of national information infrastructure and network.
