铁路分类建设与经营相关问题的研究

Study on several relative problems concerned with classification of railway construction and management

着重于铁路分类建设与分类经营的必要性研究。首先分析了分类建设和分类经营对我国铁路发展的作用和影响；然后从铁路运输业的三维基本属性出发，指出铁路的分类建设和经营是由其内在客观要求决定的；最后分析了铁路分类建设和经营与铁路开放市场和准入的关系。

This article attempts to research the necessity of classification of Chinese railway. Classifying construction and management play important roles in the development of the Chinese railway. On the base of the fundamental characteristics of railway trade, this paper points out that the classification is determined by the fundamental characteristics. Then the paper analyses the relationship between classification, opening and market permission of the Chinese railway.
